Appointment of Executive Director and Senior Policy Fellow of the Government and Public Policy Institute

University of The Bahamas (UB) announces the appointment of Mr. Zhivargo S. Laing as Executive Director and Senior Policy Fellow of the Government and Public Policy Institute (GPPI), one of the University’s centres of excellence. GPPI is intended to play a leading role in matters of public policy development and sustainability.
In this role, Mr. Laing will encourage and support diverse research at the University; foster critical inquiry, discourse and engagement in the country around national development and public policy matters; and provide academic analysis in the areas of governance, development, decentralization and democratization, collaborate with the Department of Statistics and the Central Bank of The Bahamas to develop and disseminate annual Key National Economic Performance Indicators (NKEPIs) and forecasts and lead the university’s involvement in the monitoring and implementation of the National Development Plan.
As GPPI pursues its mandate, it is envisioned to have an enduring impact on public policy and research. In this regard, two of its key priorities are the establishment and management of a Public Policy Research Endowment Fund and the creation of an Advisory Board for Public Research and Training (ABPRT) comprising, among others, permanent secretaries of all government ministries. As the Executive Director and Senior Policy Fellow, Mr. Laing will oversee and ensure the Institute’s ongoing engagement in matters of public concern including: analyzing and examining national electoral processes, hosting of political debates, promoting research and critical discourse on national governance, constitutional reform, human rights, equality and democratization. Additionally, the Institute will monitor and provide research and advice on The Bahamas’ implementation of the Sustainable Development Goals.
A former cabinet minister, senator, business consultant and professional speaker, Mr. Laing has served as diplomatic officer and economic attaché at The Bahamas Embassy in Washington, D.C.; investment officer in The Bahamas Investment Authority; and, over the years, Minister of State in the Ministry of Youth, Sports and Culture, Minister of State in the Ministry of Education, Minister of Economic Development and Minister of State in the Ministry of Finance.
He earned an Associate degree in Biology with Chemistry from the College of The Bahamas (during which time he also served as President of the College of The Bahamas Union of Students); a Bachelor’s Degree in economics from the University of Western Ontario in London, Ontario Canada; a post-Graduate certificate in Business Administration from the University of Cumbria in the United Kingdom and is currently completing an Chartered Banker’s MBA with the University of Bangor in North Wales.
